1 October 2024: European Union and Economical Development: a Relationship to be Known

The European Union offers Member States many development opportunities, which local communities must learn to know, in order to exploit them. The need to respect European regulations (compliance) and the possibility of accessing European funding projects now also concern institutions and businesses that operate at a local level. What opportunities do European institutions offer to support economic development also at regional levels? We discuss this with Lucio Pench, economist and former manager of the European Commission, and with Amtonio Massarutto, professor of economics in the course Citizenship, institutions and European policies. 11 October 2024: Normative Power Europe and the New Global Challenges

The concept of Normative Power Europe, which captures the identity of the European Union as an actor capable of promoting norms beyond its borders, has influenced the debate on European foreign policy since the early 2000s. Two decades later, internal and external pressures seem to be strongly challenging this image. Brexit and the rise of sovereignist governments within the EU have highlighted the limits of the attractive power of the European project and the fragility of the EU as an international actor. At the same time, the fragmentation of the international order and the return to the logics of power have pushed the Union to review its foreign policy strategy. On the one hand, the EU continues to present itself as a partner of the United Nations, promoting multilateral agreements on sustainable development, health and human rights; on the other, it pursues the strategy of strategic autonomy with respect to other global actors, such as the United States, China or Russia. In the new international scenario, the challenge for the EU is to reconcile the defense of the competitiveness of European companies and the economic security of member states with the ambition to project the values ​​and norms that form its foundations on a global scale. The topic is discussed by Prof. Daniela Sicurelli, of the University of Trento. Prof. Silvia Bolognini, director of the Department of Legal Sciences of the University of Udine, brings institutional greetings and introduces. Prof. Gabriele De Anna, coordinator of the master's degree in Citizenship, institutions and European policies, moderates the discussion.

7 November 2024: Rights and Their Interpreters: Constitutional Jurisprudence and Classical Juridical Realism

The conference touches on one of the central themes relating to the future of Europe: that of the fundamental values ​​of the European Union and the problems related to their effective protection and promotion by the European institutions and those of the Member States. The conference is held in English (Rights and Their Interpreters: Constitutional Jurisprudence and Classical Juridical Realism) by Jiří Baroš, professor at Masaryk University in Brno (Czech Republic) and former legal advisor to the Czech Supreme Court. Professor Francesco Deana, Delegate of the Director of the Department of Legal Sciences for orientation and tutoring, brings institutional greetings. Professor Gabriele De Anna, coordinator of the master's degree in Citizenship, institutions and European policies, introduces the speaker and moderates the debate.

12 December 2024: Which Political Identity for Europe? Debate on the volume G. De Anna e M. Dozzi (eds.), Political Identity and the Metaphysics of Polities, Londra e New York, Routledge, 2023.

The concept of political identity raises some fundamental questions when thinking about the future of the European Union and the open prospects of integration. The challenge is how to rethink political identity while avoiding the shallows of sovereignty and nationalism, and thus allow respect for the principle of subsidiarity, made its own by the Treaty on European Union. It is a challenge that the European Commission itself is addressing by encouraging discussion on this issue. The topic is addressed by discussing the recent volume Political identity and the Metaphysics of Polities (Routledge, 2023), edited by two scholars from the University of Friuli, Prof. Gabriele De Anna and Dr. Manuele Dozzi.

After the introductory words of Prof. Claudio Cressati (University of Udine), the contents of the volume and its relevance for the European question are discussed by the editors and the author of one of the contributions, Prof. Roberta Sala (Università Vita e Salute “San Raffaele”, Milan). The theses of the volume are then discussed by Prof. Giuliana Parotto (University of Trieste) and Prof. Fabrizio Sciacca (University of Catania).
